NeoOffice son 3 paquetes:

- NeoOffice-2.2.2-intel ( o ppc) .dmg

- NeoOffice-2.22-Language_Pack_Spanish-Intel.dmg ( o ppc)

- NeoOffice-2.2.2-Patch-6-Intel.dmg (o ppc)

instala en ese orden y esos paquetes......

Por lo que dices estas intentando instalar el paquete de idioma antes del NeoOffice, por eso te dice que primero debes instalar el programa....
